1942 Kingston High School Rare Metal Plate United Spanish War Veterans New York

Description

1942 Kingston High School New York Rare Metal Plate - Presented by the Department of New York United Spanish War Veterans at the 39th Annual State Encampment at Kingston, New York.
Measures approximately 3 1/8" x 6".
I don't know if this was affixed to an outdoor surface or a plaque of some kind.
Item has heavy tarnish and discoloration.  I don't know if it can be cleaned and refurbished.  There are also surface scratches and other wear from age and storage.
The bright light in the center of the photos is from the flash on my camera.  I couldn't get a better shot.
