Used. This charger is in Fair cosmetic condition.  The case has a few scuffs/scratches from prior use.  The black output cable has a place where the insulation was rubbed through but the wires were intact.  This has been covered with several layers of electrical tape.
Notes:
This charger is in Good working condition.  When we connected it to a battery, it began charging automatically and showed the current output on the panel meter.  No other testing was done.
No manuals, cords/cables, or additional items are included if not listed or shown.
