In 1995, five children died in an Oakland house fire because of burglar bars that could not be opened. This led to the introduction of AB 3131 and AB 3026. Both bills became law in 1996.

    Your home must also be equipped with an approved smoke detector.
    A building permit is required.

    Some existing burglar bars can be modified to meet safety guidelines. However, replacing unsafe burglar bars is the best solution to the problem.

    A.
    PLACE A 1” INCH THICK BOARD ON THE WINDOW LEDGE.
    B.
    SIT THE SECURITY DEVICE ON TOP OF THE BOARD.
    C.
    EVENLY DISTRIBUTE THE SPACING, ON THE LEFT AND RIGHT OF THE SECURITY DEVICE,
    D.
    DRILL TOP HOLES WITH “3/16” INCH BIT, THEN SCREW IN WITH A FLAT HEAD DRILL BIT.
    E.
    REMOVE BOARD AND FINISH MOUNTING THE BOTTOM BRACKETS.
